Seeing how PS/1s commonly had a modem (your system will be based on a 386SX-16MHz, with 6Mb of RAM maximum, and the standard modem will be 2400 bps) the brief answer would be yes. There is going to be many other factors, and depend on what your concept of the Internet is. But it can be done.
