it's easy really, just download an irc server program and run it. thats all there is to it. a good one for windows is ircxpro (i think at www.ircxpro.com )

if you're going to use linux you'll need to get into the configuration files a bit for the software.

Mike got one last question (I hope).I need to install .Net Framework 2.0 where do I get that?

The .NET Framework 2.0 is an optional Automatic Update. Just run the Update system and click custom instead of express or what ever they call it and pick it out of the Optional Software Components list.
