If you have files on an old diskette you want to send to someone, I understand you can use an old program called teledisk. This appears to apply to the 4 standard IBM compatible floppy sizes.
What would be the equivalent process/tool for files on a cd?

Most any CD burning software can do it. When you do a CD->CD copy, it has to store the image file of it on your hard drive, since you've only got 1 burner.
There's typically an option to delete the image file after the burn is made, which is usually checked. Uncheck that option and then you'll have the stored image of the CD on your hard drive. There may also be simply CD->File or "create image of CD" type options in your burning software, depending on what you're using.
Nero, Alcohol 120% and CDrwin are 3 that I know can do it.
